On a proposition from Councillor Ellis and seconded by Councillor Fletcher, the Minutes of the Meeting held on 14th
November 2011 were confirmed and signed by Councillor Taylor

2012/6 PARISH CLERK’S REPORT
Telephone Box: Derek Puplett had the matter in hand.
Gritting: Councillor Taylor, as Snow Warden, had been issued with certificates for completion by those who would be helping with the
gritting to confirm that they were fit for the job The Clerk had notified the Insurance Company to provide cover for those gritting. It was
noted that a new grit bin had been placed at the cross roads of Back Lane and Hollington Lane. Graham Reeves had not applied to Derbyshire
County Council to grit the roads in Shirley and another contractor had been allocated to the area.
Well in Mill Lane: The well in Back Lane had been repaired by Councillor Taylor who was thanked for his work.
Drains: The Chairman reported that Drains 18 and 42 were blocked and the Clerk undertook to inform the Council and forward another
copy of the Drains Map
Flooding: Flooding was noted outside Shirley Hall Farm on both Derby Lane side and Hall Lane side. The Clerk would notify the
appropriate Authority
Trees: Questions were asked about who was responsible for clearing away the branches of trees damaged in the recent gales. The Clerk
would speak to the farmer concerned
Broadband: The speed of Broadband in the area is slow. Councillor Ellis said that there would be no improvement until the exchanges
at Ashbourne and Brailsford were updated. He undertook to monitor the matter
2012/7 PLANNING MATTERS
None
2012/8 DERBYSHIRE ASSOCIATION OF LOCAL COUNCILS AND OTHER CORRESPONDENCE
A Correspondence List had been circulated.
The Clerk brought to the notice of the Council the requirement to operate PAYE on the Clerk’s remuneration and the need for a Contract of
Employment for Clerks. He said that he had always disclosed his remuneration on his Income Tax Return and paid any tax due. As there is
only one payment in a tax year, the ancillary problems of operating a PAYE system on a weekly/monthly basis would be superfluous. Similarly,
he looked upon himself as being “Self Employed” and therefore a Contract of Employment would not be necessary. The Council agreed with
this and the Chairman said that he thought these rules were meant for Councils with full time employees.
The Clerk read out a paper from DALC regarding a consultation on Neighbourhood Planning Regulations. These proposals wanted to devolve
planning powers to a more local level than ever before. The planning would be community led with the planning authority making key decisions
along the way but the community would have the final say by way of referendum

2012/10 APPROVAL OF PAYMENTS
There had been no payments for approval
2012/11 EXPENSES TO BE REIMBURSED BY DERBYSHIRE DALES DISTRICT COUNCIL
The Clerk reported that the allowance for 2011/12 expenditure on the Burial Ground was £ 1080 and £790
had been spent to date. The Chairman undertook to speak with Christopher Smith over some tidying up work before the end of March. The
Wellingtonia Tree in the Churchyard was getting overgrown in height and its roots were disturbing gravestones. The Clerk was asked to
contact the Conservation Officer for trees at Derbyshire Dales to seek advice.
